Last week, the ASM Student Council took the first of two required votes the proposed constitution needs before it can move forward for a vote by the entire student body. The council voted unanimously to place the constitution on the ballot (see the Daily Cardinal story or Badger Herald story).
The Student Council will meet again tonight to hold the second vote. The meeting is at 6:30pm, in room 2653 Humanities (per TITU). As always, the Student Council meeting will start with “Open Forum”, which gives every and any student an opportunity to publicly address the council with comments, questions, and concerns.

The proposed constitution is on the Student Council agenda for tonight’s meeting, Wednesday, December 3 at 6:30 pm in 1131 Humanities. Come voice your support or opposition by signing up for open forum. Open forum, scheduled at the beginning of the meeting, allows any university student speaking time to discuss any topic he or she deems important.
Constitutional amendments must be approved by Student Council by a 2/3 majority at two consecutive meetings in order to be placed on a ballot as a referendum.
If Student Council approves the document this evening, a special meeting will be called for Wednesday, December 10 at 6:30 pm, TITU.

The Constitutional Committee made final revisions to the draft constitution last night. Check out the final draft (as a PDF or as a word document). We’ve also included a final draft with track changes from the second draft (again as a PDF or as a word document)
Major changes between the second and final draft include:
1. Finance Committee appointments - the appointment process for selecting finance committee members is no longer under the purview of the Executive. The Finance Director, as a member of the cabinet, remains an executive appointment.
2. Shared Governance appointments – the shared governance appointment process has been moved to the bylaws to allow for greater flexibility. The Shared Governance Director, a member of the cabinet, will be the primary person responsible for overseeing all appointees.
3. Financial Code revisions – the final draft requires input from the Appropriations Committee if the student government proposes any revisions to the financial code. The language regarding at least two months’ notification after the Senate considers revisions has been removed. Instead, the final draft reads: “All parties affected by a proposed financial code revision must be given due notice as established per timeline in the code before the revision may be finalized.”
